Restricted Account Allocation
The Act 13 money that is distributed by PennDOT to your County each summer
is restricted in use. The funds may only be used on structurally deficient
bridges which are on the TIP. The allocation of these funds to a municipality to
purchase a plow truck would not be an allowable expense for this funding
source. Please let me know if you have any other questions.

Hello, this is Angela Zimmerlink a county commissioner of Fayette County.
At our commissioners meeting yesterday Commissioners voted to : “Approve to
allocate $45,000 to Fayette City to purchase a plow truck utilizing Act 13
Highway Bridge Improvement Restricted Account Allocation from the Fayette
County Bridge Department”
I referred to the PA DOT Act 13 Guidance which your office provides yearly
when sending our allocation. The document appeared clear to me that monies
received in said account is restricted for bridge projects on our TIP.
Please advise whether or not the commissioners are permitted to allocated to a
municipality funds from Act 13 Highway Bridge Improvement Restricted Account
Allocation to be used to purchase a plow truck.
