In response to an affidavit from Sheryl Heid, county solicitor, written on
    31 August, 2016, stating that the Right To Know in regard to obtaining
    communications between commissioners on the locking of that infamous
    back door to the administrative offices, was correctly denied, the state's
    Open Records Office sent this email out today that seems to differ in
    opinion with her and asks for information to be submitted by 14 Sept 16.

    Dear Parties:



    The OOR received the above submission from the County and it does not appear that the Requester
    was copied on the submission. The parties are reminded to copy the opposing party on each
    submission to the OOR.



    Further, after reading the County’s submission it is unclear whether there are records responsive to the
    Request. The County is required to address what records are responsive and the basis for withholding
    each record.



    This is due no later than the close of business on September 14, 2016.

between the Commissioners that are responsive to
the request.
 We extend the position set forth in our initial
response on August 31st that these three emails are
exempt for personnel reasons and for security reasons
and do not relate to any financial or legislative action or
other governmental function, only office policy.
